The issue of quality in assessments has implications for both the credibility of qualifications and the competence of graduates who hold them. Providing students with practical experience in the workplace has increasingly become a major responsibility for secondary schools. This publication reports on a project the principal aims of which were to explore the assumptions which underlie the thinking about work experience and vocational placements as described in the literature and to document the extent to which these assumptions are warranted by the available evidence. Secondary aims were to examine the benefits derived by students and employers from work experience/vocational placement programs and to draw out some major implications for policy. Show less

The purpose of this paper is to pose issues for consideration by readers, policy-makers and providers of vocational education about the extent to which knowledge, skills and attitudes are transferable from one context to another. It also aims to raise a number of fundamental issues about the transferability of general skills or key competencies. In doing so it necessarily questions some of the basic premises of the Training Reform Agenda.
The author presents a review of the literature on the extent to which knowledge, skills and attitudes learnt in one area do transfer to other areas. She also considers the factors which inhibit or facilitate transfer and the techniques which have been found to be useful for teaching and testing for transfer.
The report suggests that more work needs to be done to establish how much transfer can be expected from training in similar and dissimilar tasks. Since the training reform agenda in Australia embraces the notion of generic or key competencies it is especially important to provide empirical support for the assumption that skills like the Mayer key competencies taught in isolation can in fact transfer across situations. This report investigates the role that qualifications play in the labour mobility of foreign workers who come to Australia for permanent or temporary migration. Obviously, a good match between overseas non-school qualifications and jobs obtained in Australia on arrival results in better labour market outcomes for migrant workers, but other factors are important for employers. These include a worker's experience, proficiency in English, and personal skills. Employers also generally prefer Australian workers or foreign workers already living in Australia with qualifications from a recognised and familiar provider.

This report looks at whether vocational education and training (VET) is equipped to meet the changing needs of the modern workplace. It finds that regulation and business needs drive changes in the way the training system operates. The system has advantages and disadvantages: it has strong mechanisms for identifying industry needs but too much bureaucracy and unnecessary detail, which makes it difficult to respond quickly and easily to emerging trends. Adaptation of the system is one thing, but if it is to be effective it requires an increased emphasis on good teaching, learning and assessment practice. It also requires employers to ensure that employees acquire the new skills by encouraging a workplace culture that is conducive to training. Show less

In this paper we provide an overview of recent research on the factors that drive the performance of registered training organisations (RTOs), with a view to identifying areas for future research. This is a companion piece to another National Centre for Vocational Education Research (NCVER) report, 'Are we all speaking the same language?: understanding 'quality' in the VET sector', written by Tabatha Griffin [available in VOCEDplus at TD/TNC 130.05]. Initially we explore the drivers of RTO performance; then we discuss findings from available literature from Australia and from overseas. Finally we suggest some implications for further research.
We structure our discussion under the organising themes of: high performance organisations and frameworks; effectiveness and efficiency indicators of performance; trials of RTO performance indicators; international approaches (including for United States of America, United Kingdom, European Union, Germany, and New Zealand); and concluding remarks.

A recently completed comparative study of work experience and vocational placement programs in schools suggests that there is a significant overlap between both types of program in terms of benefits to students, schools, employers and communities. The study was conducted by means of questionnaire surveys of 2285 students (including 234 vocational placement students) from public and private schools in New South Wales, South Australia and Queensland, and from private schools in Victoria and Tasmania, 42 teachers from these schools, 292 workplace supervisors and 170 vocational placement coordinators responsible for programs within the different states. The project investigated the perceived benefits for students of workplace experience compared with vocational placement programs. A secondary aim sought to establish whether work experience programs still had a place in providing work-related experience for students. Show less

This report is the first part of a larger study aiming to investigate traditional apprenticeship practices with a view to developing policy directions for how to keep them relevant and useful. In this report we present trends in commencements for the traditional trades for the period 2002 to 2018. Non-trade apprenticeships or traineeships are out of scope of this study. We define eight groups of traditional trades: building; electrotechnology and telecommunications; engineering; food trades; motor mechanic, repairer and vehicle builder trades; other traditional trades; precision trades; and skilled animal and horticultural workers. It finds that trends in commencements rise and fall in line with fluctuations in the economy. The availability of employer incentives have also affected the quantum of apprenticeships. The lessons we can learn from overseas have to do with the amount of prescription in what is expected from in-company training, integration of in-company and off-the-job training, and the qualifications of teachers and workplace supervisors. There are also insights we can gain from the practice of involving competent bodies in practical assessments.
